UI5 Web Components Enablement `Tools`: allow others to convert UI5 Web Components as UI5 Controls

Feature Request Description

Currently we can convert the UI5 Web Components standard web components to UI5 Controls, but we would like to allow others build libraries of web components, based on UI5 Web Components, to also be able to create UI5 Controls out of them.

Proposed Solution

The script that converts the UI5 Web Components to UI5 Controls should become general purpose, hard coded things should become configurable by users.
