Exclude files from being used in the UI5 Tooling (not only ui5-builder)

This is a follow up of #124.

Expected Behavior

Configuration option to exclude files and directories from being used anywhere in the tooling (Build, Server, etc.)

Current Behavior

Files and directories can only be excluded for the UI5 Builder or some of its tasks.

• UI5 Module Version (output of ui5 --version when using the CLI): 1.5.0
