Provide support for interactive statement reconciliation

When merge cannot reconcile conflicting statements, the user will be asked to reconcile them manually. This could be a separated command, such as: kaybee reconcile <vuln-id> or just a special policy that can be called as usual: kaybee merge -p interactive.
