Update jQuery UI to v1.13

The current jQuery UI version in UI5 is v1.10.4, and the latest is v1.13.2.

Looking into the upgrade guides, from v1.10 to v1.13, we can see heaps of performance improvements (mostly dropping support to ancient IE and jQuery stuff) and security fixes for some CVEs.

FYI, not expecting a jQuery UI update soon, but we track its evaluation and possible impacts in the backlog via CPOUI5FRAMEWORK-600 for future updates/reference.
