Regression - whitesourceExecuteScan fails to detect anything for SBT<1.7 projects

Following the recent change of setting fileSystemScan=false in https://github.com/SAP/jenkins-library/blob/master/pkg/whitesource/configHelper.go#L236, our whitesource scans for our SBT 1.6.2 projects now fail to detect dependencies, since the whitesource agent only natively supports SBT>=1.7. Can you please return the disabled fileSystemScan? (or alternatively allow it to be configured by consumers instead of hardcoded?)
