replace node:lts-stretch

As Debian Stretch LTS is officially end-of-life as of 30.06.2022 and the node:lts-stretch image is no longer updated, we should switch to the next LTS which is node:lts-buster.

Debian Stretch was first released on 2017-06-17 (https://wiki.debian.org/DebianReleases). As announced by the Debian LTS team back in 2020, Debian 9, "stretch", LTS will end on 2022-06-30.

This needs to be fixed in piper open source.
