Introduce a feature for Google Tink

Let's consider adding a new feature for Google Tink

https://github.com/google/tink

Since the feature may or may not apply to specific projects, it would be wrong to require any project to use Tink. Nevertheless, the presence of the tools may definitely contribute at least to the security awareness score. If there is any other score that can use the feature, let's update it as well.
