Revisit the loading component

The Misfits and OCC team work on Smart Edit and Personalization teams and consume Techne. Pages can take a long time to load which means that users are seeing the Loading component a lot as they move through this app. I started looking up best practices to try to reduce user annoyance. Here are some features that I would suggest for this component based on research and best practices:

• The animation ideally should start slow and speed up to give an indication that something is happening.
• If we were to use a bar, user anxiety is reduced by showing a progress bar that shows progress in increments - even if the system can't tell the "real" progress
• It's always best to show the time the user will be waiting but some apps can't tell how long so maybe creating a solution that would have both an animation and a time count down but that time countdown could be easily separated out if the team can not support time to load.
