Report generator

This generator will help get "report skeletons" setup for weekly and monthly reports. Its goal will be mostly to fetch information using the Github API, in order to fill out things like the merged PRs this week, the amount of bugs, issues, the status of milestones etc. It's still in a very early and prototype form as I simply do not want to forget about it when on vacation :) it's still got a ways to go before it can be useful, but I'm confident it will save us time as it is really quite time-consuming to fetch all the info from our repo every week.

It'll obviously need a clippy CI and some more attention :)
