Use of discussion tabs

@presnick , @laumurph I notice that we are very inconsistent in our use of the discussion tabs on the problems. Do you not use them in pip? I think we should be consistent in providing that option.

What do you think??

I don't think we've ever used them in pip, but it would be good to be consistent.

I can see where its not as important when you are primarily writing and using the book in your own class. But to scale this out and beyond one institution to many institutions as well as independent learners the discussions can be useful. It doesn't hurt to include them as you can always ignore them.

We've never used them. I think I took a bunch of things out of tabbed mode for pip because of I don't remember what infelicities we had with those. Perhaps those have been resolved? If so, it's OK with me to include them. Certainly for the exercises.rst problems. Do you also want them for CYU problems within the pages?

I think just for the excercises.rst pages.

If we enable Hypothesis on the regular pages that will also provide potential discussion areas.
