[BUG] Can't Use Passwords In Public Environment Variables

Docker images that require secrets or passwords in the environment variable expose those credentials publicly upon deployment to flux.

@RieserStern I wrote up a Proof Of Concept in Python at https://github.com/RunOnFlux/FluxVault and I am in the process of refactoring the code to be a class library so it is easier to customize by creating a new class and adding member functions to configure it or add new security agent actions. I expect to have the next release no later than the end of the month.
