FR: Create a "cowering" button and erase the "shaken" button

The Fear degrees are: shaken <frightened <panicked <cowering. The first three states have similar rules (except for running away). But, "cowering" has different rules. So, having a "cowering" button in the "conditions and buffs" window would be nice. Also, the "shaken" button is not needed because the "fear (any)" button creates the exactly same effect.
