activation buffs self and target bug

this is mage armor from with this code [Create unique "Mage Armor" from D35E.commonbuffs on target;Set buff "Mage Armor" field data.level to max(1,(@cl)) on target;Activate buff "Mage Armor" on target;] https://media.giphy.com/media/gNwamuG2e3DiQqxgTf/giphy.gif when i use the same code for a buff i make it doesnt check the box that activates the spell

Please add a buff that does not activate and export an actor that it does not activate on. It may be somewhat related to #648 also, so this would help a lot
