Suggestion: If a user has already applied for delegate, the "Apply for delegate" should be hidden or showing a message "You are already a delegate" could do the trick too.

Another suggestion: On the same delegate section, setting the field "personal website" to mandatory would help identify faster delegates on the delegate list.
