BUG: when openning a window it doesnt come over the rest but somtimes below others

I think I have the same problem. I minimised all my portals and laid them out one above the other. When I open them and they drop down, some appear in front of all the portals below them (so I can read and use them); but others appear behind some of the portals below them, so I can't see their contents or open any of the apps within them. There doesn't appear to be a configuration item which addresses this. It's also quite unclear why it happens (or doesn't). I can create a new portal and it behaves in one way; and I then create another portal and it may behave in the opposite way. All very confusing! It makes it quite difficult to lay the portals out on the screen, ensuring they are positioned where I can be sure of being able to view them properly.
