RTP on first join has a delay

Plugin Version: [BetterRTP] Version #3.6.13

Describe The Bug: RTP on first join does not ignore the delay unless player has betterrtp.bypass.delay permission.

How To Reproduce:

1. Enable RTP on first join
2. Join the server with an account that has not played before

Expected Behavior: Player is instantly teleported to a random location

Screenshots/Error Log: n/a

Additional Context: Both rtpOnFirstJoin method and config.yml state that delays should be overridden.
