Residence hook is broken

Plugin Version: 3.6.10

Describe The Bug: When Residence Hook: true RTP does not work, will not teleport player even if they are OP and have all perms. At first it says randomly teleporting then says you are already rtping when used again, however nothing happens.

How To Reproduce: Configure Residence: true Reload Plugin Use command: /rtp

Expected Behavior: Random teleportation in areas without residences

Screenshots/Error Log: No errors produced

Additional Context: I have not tried it without the residence plugin, it may be conflicting but I didn't see the point in testing without it installed.

@LangZongz @SkeletonAce Can we have this tested again please? There have been a few version changes since. Thanks for your help in trying to resolve plugin incompatibilities :)
