Separate edit-topic from edit-room permission

Hi Rockets!
Would it be possible to separate out topic editing from the edit-room permission? I think in many environments, including ours, it would be nice if all users of a room could edit a topic (much like on IRC with cmode -t), but we don't want them to be able to change the room name, archive the room, make the private room public, etc. (which are generally not necessary for users, and seem too easy to do by accident considering the level of damage.)

Our users would like to be able to set a sub-topic in each room. Maybe this additional feature could also serve your users needs, if you would allow named "threads" like in a forum and let the room remain a rather generic topic. Ideally, you also could view messages by sub-topic threads. See also https://github.com/RocketChat/Rocket.Chat/issues/1112
@rasos: Hmm, that sounds much more invasive than what I'm talking about. There's already a 'topic' field which is displayed at the top of each room. I'm just asking about adjusting the permissions required to edit that field. No new features, no threading. :-)
Agree with @gwillen ... we want to allow any user to change the topic, but don't want to allow them to edit the room. IRC-style.
