Flashing Taskbar notifications for unread messages

Describe the solution you'd like When receiving a new message in Rocket Chat, have the minimized client show in the taskbar as a flashing icon until the client is maximized and the message is read. This functions better than the current toast notification which only shows for a couple of seconds . I think having the icon flashing in the task bar does a better job at grabbing your attention and alerting you of unread messages.
