[FEAT] Issue form templates for easier and better issue creation

This might be really useful and convenient for the community to create new issues easily due to the simple form format and detailed instructions!!

Added 3 Issue form templates

  1. Bug Report Template image
  1. Feature Request Template image
  1. Todo Request Template (Similar to feature request template with modified description) image

@Sing-Li Thank you so much for introducing me to this project, I was just trying to open up an issue and found that there weren't any Issue templates for this project.

Hence I thought of adding some templates, it would be awesome if you could go through them and review them 😃
