Fix passing restarts not stopping at the correct times
Some of the longer form passing/one touch restarts do not stop correctly. A clean setup needs to be developed as more and more restarts will be doing more than just kicking in a direction down the field.
An ideal system would be that the play score drops down to 0 (or something low) when the game state triggers for that specific restart. This score will stay low as long as the play is operating correctly AND the game state stays in normal play. We do not want a situation where the play never releases control. Additionally, the timeout should be used to force X seconds of running just to add another safe guard during a match. You can inherit from a timeout play instead of just standard play fyi
