Alumni roster curation/generation

To help with outreach for RJAA, add a new workflow to direct RJ members who (do, or at least are likely to) meet the RJAA Constitution membership criteria to join RJAA.

From the RJAA Constitution:

Membership in the RoboJackets Alumni Association is automatically granted if the prospective member meets the following requirements:

• Must hold at least one (1) degree from Georgia Tech in any major from any year
• Must not hold an elected or appointed position in the RoboJackets club
• Must have been a member of the RoboJackets club for at least one (1) semester

A rough flow:

1. A dashboard card is added when a RJ member meets most of the criteria above (to the extent we can predict when someone is likely to be graduating, e.g., by adding/using the expected graduation semester User property or guesstimating off of class standing info)
2. When the criteria from 1) is met, a new dashboard card appears advertising RJAA, maybe providing RJ graduation info (such as the pins), and offering to mark the user's account to an alum
3. When someone indicates they are graduating, their account gets an "alum" flag, which along with other info like graduation semester could be provided to RJAA to assist in their outreach efforts.
