not working when the PC uses mobile hotspot

when the PC uses mobile hotspot, phone and PC can find each other on snapdrop, but they cannot send files to each other.

PS. They can also ping each other

I had the same issue too！I enable the hotspot on my Windows 10 system，my Android phone connect the hotspot，but can not open the localhost:8080 or ip:port
