Device not detected sometimes when connected via Hotspot

I am connected to my phone via hotspot, but sometimes snapdrop won't detect my other device, sometimes it does. I was not even using vpn. I found something very weird my public IP on both devices are different though it is connected via hotspot, I don't understand how without using vpn this is even possible. I think is the reason of unreliable connection but then after sometime when it is detected, i check my ip on google and it's still different though device is detected. Could anyone help me understand what might be going on ?

Android Device Chrome 96.0.4664.104 Linux Pop OS Chrome 96.0.4664.110 Tried on latest friefox browser too without any sucess. EDIT 1: I observed that my ipv6 is always different ( i don't get it how ) but ipv4 is sometimes same but not always, when same it works.

IPV6 different that is normal, every device has a different IPV6 address. But IPV4 should be the same, try using browser incognito mode on both devices and check ipv4 address.
