can't able to access AWS link for API endpoints.

I am trying to run app.py but i am facing this error. image So, can't able to access these links - http:#//a23893c574c0511ea9f430a8bed50c69-1100298247.eu-central-1.elb.amazonaws.com/yolov3 kindly, do help me out how can i execute on x86.
