Add raylib-cpp to vcpkg

I noticed that raylib-cpp is not available in the vcpkg registry. I believe it would be beneficial for many users if this library could be added to vcpkg.

Feel free to add it. raylib-cpp itself is header-only, so all you really need is raylib.

@RobLoach, could you link the related issue 365 to this one. I've started a PR to the public vcpkg that should add version 5.5.0. I'll try to keep it mapped for the newer versions as releases happen.

@NikolaPetrovic9 5.5.0 is available in vcpkg. @RobLoach, I guess the issue can be closed now.
