Mode where permissions aren't requested for a domain until the extension is activated?

I'm trying out the Orion browser today, and it's got a helpful feature - even extensions that need the <all_urls> host-permissions can be configured to prompt on each domain before being allowed to execute:

(This wasn't the behaviour I saw on FireFox, at least!)

Some extensions that don't seem like they would need to do anything until they're activated (such as this one) have been surprising me today. I can only imagine it's the permissions required for allowing a hotkey?

So, feature-request: default to (or have the option to) not use any permissions until the toolbar-button is explicitly clicked.

(Apologies if this is a stupid request; I haven't written a webext yet, so I may be misunderstanding why this happens with some extensions and not others.)

Are you using the Firefox or Chrome version of my extension? How did you install it?
