Use Default Uniform Uncertainty Values for Multi-Method Error.

The Multi-method error user interface does not currently make use of the SurveyTypes library of default uncertainty values.

When the multi-method user interface loads it should compare the mask values to the names of the survey methods in the survey type library and use the associated default uncertainty value if it finds an entry with the same name.
