Why my PR are not getting eligible for Hacktoberfest ?

Well, your PR must be merged in order to be eligible, but we can't merge it into Py3, as it's not py3. So we are left with two choices, either put an invalid tag to this PR, or have enough solutions of Py2 to make an exception. To resolve the conflict ( and you are unable to do it ) delete the Readme file in your directory(local) download the read me from here. Paste it into the local directory. Make changes accordingly. And commit.

Ok so if I will solve 10 problems in py2.0 then you will merge my PRs or not.

Assuming all 10 are done( give exact result) correctly, and all future PR are according to guideline. Then certainly, though you might need to make some minor changes to the PR, as we would change the structure of repository to make place for Py2.
