Investigating adding Meson build system configuration to the project

Investigate possibility to add a ~Bazel~ Meson build system configuration to allow building libbase with at as well as integrating it within external projects that do use Meson as a build system.

This is about Meson, sorry for the confusion (I've copy-pasted the description from #33 and forgot to fix that one reference). Fixed now.
