[BUG] Loadscreen assets are compressed on patch 8.15 and onwards.

The loading screen assets for skins and champion are compressed in the data dragon

Here's an example using Popstar Ahri's loading screen from 8.14

and here is the same loading screen from 8.15 and onwards

would be nice to get these back in the the quality format from 8.14 and not compressed to hell in the more recent updates to the data dragon
