[BUG] DDragon "allytips" and "enemytips" fields are not always fileed

Describe the bug
When downloading data from ddragon (for instance: https://ddragon.leagueoflegends.com/cdn/10.4.1/data/en_US/championFull.json), the allyTips/enemyTips fields are not always filled. (Qiyana, Yuumi, Senna, Sett)

Player Impact Having this field filled would help if I want to show those allytips / enemytips to the player.

What is the status on that ?
