More command Info and console changes

  • Commands can now display more info using 'help [Command]'
  • Commands can now use a variable number of parameters.
  • toggle commands can now be used by themselves or with the values true and false to directly set the value
  • Added exception handling to the logger to avoid locking the server owner from using commands
