Consider adding instructions for project generation in Windows

Spinning up a personal project using the template, I realized we have no instructions for how to generate a new project in Windows. This would be useful for expanding the user base.

I tried getting this to work on my laptop, no success with Windows. Would be nice to have instructions for it since I probably missed something trying to convert.
