javascripthandler.axd not returning all resources in IIS

Hi , I foud that javascripthandler.axd is not returning all the resouces ..I have 186 keys for 1 resource set , however it is returning 46 resources only. Any specific reason for this, I can see all the resources from LocalizationAdmin section for the same resource set. Please help.
