Contribute as a Developer call to action is confusing

On the [participate as a developer page](http://centerforopenscience.org/involved_participate/), the section 'Contribute to an Open Source Project' has an icon saying 'Find out how to Contribute'. Unlike the two other icons, this...

Right now, the README just says "It does a lot of stuff".

This should ideally be a https://probot.github.io, or work with a Probot.

The @todogroup has a similar tool, https://github.com/todogroup/repolinter. Ideally, these should work together. It would be great if we could find a way to integrate them.

And possibly a CONTRIBUTORS file, too.
