`core:unicode/utf8` grapheme_count reported width seems to be wrong for complex emojis

I think the problem lay down in [normalized_east_asian_width :: proc(r: rune) -> int #no_bounds_check {](https://github.com/odin-lang/Odin/blob/56aab55d8250ee8191583d6b5e97eace89cfbef7/core/unicode/letter.odin#L465) but I hadn't time to check yet.
