Maven central for Strat library.

If versions of the openstrat library are deployed to Maven Central, then the dependency in the learnscala project can be, fulfilled through a line in the sbt and mill build files.

Would that be better?

So I'm reasonably confident about the new structure of artefacts released in 0.2.1. I'm holding off the time being on signing artefacts.
