How to install installer?

I do apologize for my incompetence. Its a text file, i tried copying and pasting into command prompt and nothing happened. How does this work? it does not simply install itself.

It should just be a .exe actually

It's a iss file for me how do you install that? I also tried in the cmd and it doesn't work

Click on Releases from the right side of the code page, then choose version 0.9.0 and from the assets click on SafeDiscShim_Setup_0.9.0.exe
