Windows get detached when they shouldn't

Something must have gone wrong with the most recent changes.

When I drag tool5 to the blue X, everything is as expected. When I drag it to the red X, it indicates that the tool5 will be attached to the bottom of tool5 and tool6, by showing the thin blue line, but actually it just moves the detached window to where the red X is.
