Add `marks.linkedTable` option

Create a standard option for creating a webCharts table showing the raw data associated with a mark when clicking on said mark.

@samussiah I still really like this idea, but recognize that it's a little bit complicated. Going to keep it in v1.9.0 for now, but we might need to bump it if we can't work out the details.

Looked at this a bit yesterday, and it will be a lot easier to do if/when we refactor the data flow for the marks. Leaning towards dropping from 1.9 and revisiting later.
