Query: --no--install-recommends on apt/dpkg based systems

Looking through the code and docs, i cant see if there is a way to install packages with the --no-install-recommends option

my use case is with collectd, which by design has the deps of its sundry and diverse plugins as 'recommendations' so that installing collected doesnt require installing 2/3 of debians available libraries.
