Add android arm64 build

This is a WIP, just wanted to create a PR to let you know I'm working on it.

The project builds and works intermittently on a Quest 2, I need to track down why.

Also todo is improving Android.mk and SConstruct to build for different architectures, use SSE or NEON instructions etc.
