Ability to start mining before collecting all signatures

Could you make it possible to start mining before all the signing blocks are collected? The following message is currently being issued: 20-04-2021 22-38-26

We can try to implement some queue to hold all the mining jobs (it is implemented in miner code, but not so manageable).

What this message means in simple words?

I just want to update NS records and get new settings reject by this message. Must I wait for new block?
