Restricted soldiers leave barracks and become homeless

RTTR Nightly 20230302 (rev 60d3d94) on Lubuntu x64.

Setup:

  • Generals are restricted in HQ, in every storehouse and in every harbor.
  • In military preferences soldiers with high rank are preferred (second bar).
  • Now I reduce any bar for soldier amount (inlands or midlands or border - doesn't matter).

Expected behavior (Vanilla Settlers II - Gold Edition): Only those type of soldiers will leave their quarters, who are allowed in any connected HQ/storehouse/harbor. So Generals will stay at post since I restricted them everywhere.

RTTR behavior: Generals also leave their quarters and since they are restricted in every HQ/storehouse/harbor they're wandering around until unglorious death.
