Can visually change settings in replays

It's possibly to temporarily change settings in replays. This occurs in most (maybe all) main selection settings, like tools or distribution of goods or military.

Other windows, like building inspection or storehouses simply ignore clicking buttons like the "stop production" or "store out" buttons.

The values update correctly after some GF, but closing the window results in a message telling the user settings can't be saved.

Clicks in those setting windows should be ignored in replays.
