[AI/LUA] Keep forced buildings

If the AI is forced to build a building by LUA-Script (Construction order), it should not be allowed to destroy that building in most cases. That's why the function for AI construction order needs a parameter that sets a building to forced keep. This is needed to force the AI to defend the gate by building a castle.
