Switch to using VIPS for image processing

The current version of ImageMagick is very out of date and all the cool kids are using VIPS nowadays as it's a lot faster.

Motivation

We get WebP support and image processing should be faster.

Worth noting that writing GIFs isn't supported by VIPS so we'd need a different way of stripping animation.
