Create new tag 1.0.8 with last fix

We want to inject redmine_issue_template plugin into our redmine docker image, and now can't make git clone to specified tag, because that fix is not in v1.0.7 and next version (1.0.8?) is not present. Using master branch is unsafe, because it can be changed at any time.
