Proposal: RO-Crate 2 should have an implementation-neutral set of conformance tests

We should create a JSON File with links to test files which specifies how a validator should behave with various inputs -- what success, error and warning codes it should return. Eg what to return if presented with something that is non-JSON, or which does not have a @graph, or a link to the correct @context
